Hi Peter,
as far as I know GeoServer simply does not build on Windows, there
are tests around with small, non evident assumptions about the
OS behavior that do not pan out on windows (related to file locking,
valid file names, case sensitivity, font rendering and the like).
The system works once built and installed, more often than not it's
wrong/too specific assumptions in the tests themselves.

We are actually looking for someone interested to help in getting the
geotools and geoserver builds work on that OS, volounteer more
than welcomed.

In the meantime, if you want a GeoServer build to pass you'll need to build
it either on
Linux or OSX (e.g., the OSs used by core developers)

Cheers
Andrea

Peter,

those look like a network failure: it looks like the Apache Maven
repository was down. It now looks to me like it is up. Please try again.

The advantage of using Maven is that, once artifacts have been
downloaded, builds do not require the remote servers. Your first build
will be the slowest.

Kind regards,
Ben.
